Effective July 1, 2026, the California Housing and Homelessness Agency (CHHA) was established to unite the state’s housing, homelessness, financing, and civil rights work under one coordinated structure.

Built to strengthen accountability, accelerate housing development, enforce California’s housing and homelessness laws, and safeguard civil rights, CHHA brings together key departments to deliver clearer policy, stronger partnerships, and more effective outcomes for communities across the state.

What is the California Housing and Homelessness Agency?

When does CHHA officially launch?
CHHA is scheduled to officially launch on July 1, 2026. All programs and services will continue without interruption during the transition period.
Will my programs or services be affected during the transition?
No. Programs and services from all member departments will continue to operate normally. The transition is designed to be seamless for residents, applicants, and local government partners.
How will CHHA improve housing processes?
CHHA will coordinate California’s housing efforts, strengthening alignment between departments, clarifying policy and funding, and accelerating housing delivery. Bringing production programs and financing under one structure enables faster project approvals, less duplication, and more effective use of state resources.
Why is the Civil Rights Department under CHHA?
Housing and civil rights are deeply connected. If you have equal housing opportunity, you’re more likely to be able to get a job or go to school. The same is true the other way around. If you can get a job without facing discrimination, you’re more likely to be able to afford a place to call home and participate in your community. CHHA champions civil rights by expanding housing opportunities, enforcing equal access, and advancing policies that prevent discrimination. The Civil Rights Department’s work, from stopping discriminatory evictions to combating unlawful employment practices, is central to CHHA’s mission.
