About CHHA
Effective July 1, 2026, the California Housing and Homelessness Agency (CHHA) was established to unite the state’s housing, homelessness, financing, and civil rights work under one coordinated structure.
Built to strengthen accountability, accelerate housing development, enforce California’s housing and homelessness laws, and safeguard civil rights, CHHA brings together key departments to deliver clearer policy, stronger partnerships, and more effective outcomes for communities across the state.
Mission
CHHA creates a California for all by defending civil rights, funding and preserving affordable housing, expanding homeownership, and working to prevent and end homelessness statewide.
Vision
A California where civil rights are safeguarded, and everyone has a place to call home.
